The town of Dubuque, Iowa is on the Mississippi River, situated below a large (for the midwest) bluff overlooking the city.
There is a small incline/funicular that takes people up and down the hill.
The riverfront at the port is home to a number of art installations.
The downtown area had a number of surprisingly well done murals.
